This is hardly surprising, because the focus of most training effort is on the provision of learning solutions, rather than the identification of situations where learning may actually be of benefit to the organisation. To avoid the danger of online learning becoming yet another solution looking for a problem, it might be wise to devote a little more attention to the identification of needs and the ways that technology may be able to make this process easier.
